Position Summary
The Preconstruction Manager owns the preconstruction phase for all Clean Energy Division projects from award through mobilization. This role serves as the link between estimating and project execution, ensuring scope, budget, schedule, and constructability assumptions made at bid carry through into the field. Act as the single point of accountability for project readiness before a project transitions to the field team.

Lead projects through preconstruction: validate scope and cost, de-risk schedules, coordinate procurement and permitting, and hand off mobilization-ready projects to the field team.

Responsibilities (including but not limited to)
- Lead constructability reviews, estimates and scope validation at/after award for major projects
- Lead estimating teams and liase and project execution teams, ensuring assumptions made at bid carry through into the field
- Lead Pre Contract Communication between Estimating Team and Client
- Review drawings, specifications, and construction documents; flag construction-related problems, gaps in information, and risk areas to the project team
- Prepare budgets, estimates, and bid proposals; provide real-time cost analysis and recommendations to meet or exceed project budget, schedule, and client expectations
- Participate in preparation of construction schedules for estimating and preconstruction planning
- Monitor design development cost trends to detect overruns and potential problem areas; direct the value engineering process
- Manage subcontractor prequalification and long-lead procurement; support evaluation of subcontractor bids
- Maintain current estimating records, studies, unit prices, and budget estimates
- Identify and mitigate schedule, cost, and scope risk pre-mobilization
- Support permitting and milestone tracking for clean energy projects
- Ensure all estimates and RFPs are fulfilled to client and Company standards of satisfaction
- Implement LEAN concepts and methodologies for continuous improvement of preconstruction processes; educate others on LEAN
- Report preconstruction status directly to the VP & Division Manager
- Bachelor's degree or equivalent work experience in engineering, construction management, building construction, or a related field
- Minimum of 5 years of electrical construction experience in estimating, design/build estimating, and preconstruction, with a concentration in large commercial construction
- Minimum of 2–3 years of project management experience
- Ability to read, interpret, and understand electrical contracts, plans, drawings, blueprints, and specifications
- Excellent verbal and written communication skills
- Experience with computerized estimating systems and software; strong conceptual estimating skills
- Knowledge of building construction, materials, systems, market conditions, and trade practices, with extensive knowledge of electrical work
- Experience and skills in project management leadership and practices; understanding of the project life cycle
- Ability to work autonomously and creatively solve problems
- Ability to flex and adapt with the growing needs of the business
- Data Center project experience
- Training and work experience with LEAN methodologies; strong process orientation
