Title/Role: Project Manager, Signal Systems Division: Large Specialty Projects Location:Long Island City, NY, with approximately 30% travel to Boston, MA, or Boston, MA-based 100% Reporting to: Senior Project Manager, Signals
Position Description: We are seeking a Project Manager to lead vital signal systems scope on transit and rail infrastructure projects. The role covers wayside signal systems, interlockings, train control and PTC interfaces, signal power, and integration with adjacent transit systems including communications and traction power. The Project Manager owns the signal scope end to end: signal subcontractor and OEM supplier management, signal design coordination, schedule, cost, submittals, procurement, and testing and cutover support, while serving as the primary interface to the client and operating railroad. Work is executed in active railroad environments under public agency contracts, and the role requires strong documentation discipline and the ability to resolve technical and contractual conflicts before they affect the schedule.
What You'll Do:
Manage the vital signal supplier and integrator subcontract and any train control or PTC scope, including scope exhibits, division-of-work matrices, and pass-through of prime contract terms
Own the signal scope matrix. Track and resolve division of work between the vital signal integrator, the train control provider, and E-J as installer and balance-of-system contractor
Coordinate signal design submittals and review cycles, including circuit plans, control line diagrams, cable plans, signal layouts, and bonding and grounding
Manage installation of wayside signal scope including signal cases and houses, switch machines, derails, track circuits, impedance bonds, insulated joints, signal cable and duct, and signal power distribution and standby power
Identify conflicts between signal specifications, drawings, and equipment appendices, and drive them to written client resolution early
Coordinate signal scope with adjacent transit systems including communications, traction power, and mechanical and controls systems
Create and manage cost-loaded project schedules, milestones, and deliverables tied to the program baseline and assigned WBS control accounts
Procure and coordinate signal materials and long-lead equipment. Track lead times against milestone dates and escalate exposure
Develop project budgets, monitor costs, and implement cost-saving measures when possible
Prepare and negotiate change orders. Maintain contemporaneous notice and documentation consistent with prime contract notice provisions
Coordinate signal testing and commissioning, cutovers, and force account and flagging windows with the client and operating railroad
Attend and run project meetings & liaise with field supervision
Provide regular project updates to clients and stakeholders, informing them of project status, risks, and milestones
Maintain accurate project documentation, including progress reports, change orders, test records, as-builts, and project closeout documents
Address any project-related issues, conflicts, or delays promptly and effectively, seeking solutions that maintain project progress
Identify areas of process improvement and implement best practices to enhance project efficiency and profitability
Qualifications:
Minimum of 5 years of project manager experience required, with signal systems experience on transit or rail projects
Working knowledge of vital signal systems, interlockings, track circuits, grade crossing warning, train control and PTC, and signal power distribution
Ability to read and administer signal design documents including circuit plans, control line diagrams, and cable plans
Experience managing signal subcontractors, integrators, and OEM suppliers
Familiarity with signal testing, commissioning, and cutover in active railroad environments
Experience with public transit agency contracts
Ability to read and administer contract documents, including identifying conflicts between specifications and appendices
Bachelor's degree in engineering or construction management, or equivalent work experience in the electrical contracting/engineering space
Proficiency in Microsoft Suite and Primavera P6, in addition to project management software; E-J currently uses Procore, Emque, Riskcast, Toric, and more
Ability to obtain OSHA 30. Roadway worker protection certification or ability to obtain. Valid driver's license
Strong organizational and multi-tasking skills with attention to detail
Strong business acumen in project planning and management
Excellent written and verbal communication skills
Preferred:
Experience with commuter, intercity, or urban transit agencies such as Amtrak, MTA, LIRR, Metro-North, NJ Transit, MBTA, PATH, PATCO, SEPTA, or comparable
Broader transit systems experience in communications or traction power, controls

Annual Salary Range: $130,000 – $165,000
