Title/Role: Divisional Safety Manager - Roadway, New York City
Division: Roadway & Outdoor Specialty Projects 
Location: New York City (5 boroughs) 
Reporting to: Corporate Safety Director 

Position Summary:
The NYC Roadway Safety Manager will be embedded within E-J’s Roadway & Outdoor Specialty division, serving as the primary safety leader for all roadway, bridge, tunnel, and outdoor electrical construction and maintenance operations across New York City’s five boroughs. This individual will be responsible for promoting a proactive, field-first safety culture while ensuring full compliance with OSHA, MUTCD, NYC DOT, Port Authority, MTA, and all other applicable regulatory standards. 

The ideal candidate has deep experience with work zone safety, highway and outdoor electrical construction, and active-traffic environments. A strong understanding of MUTCD regulations, temporary traffic control (TTC) plans, and high-visibility safety protocols is essential. This role demands both a hands-on presence in the field and the organizational skill to manage documentation, training, and compliance reporting for a large, active division. 

Responsibilities:
  • Serve as the primary safety leader for all Roadway & Outdoor Specialty division projects, including street lighting, ITS, traffic signal, bridge, tunnel, airport roadway, and LED conversion work across NYC
  • Develop, implement, and continuously improve division-specific safety policies, procedures, and training programs aligned with MUTCD, OSHA, NYC DOT, Port Authority, and MTA requirements
  • Review, approve, and oversee Temporary Traffic Control (TTC) plans, work zone layouts, and lane closure permits to ensure the protection of workers and the traveling public
  • Conduct and oversee pre-task planning, toolbox talks, Job Hazard Analyses (JHAs), and Safety Work Plans (SWPs) for all active roadway and outdoor construction sites
  • Perform regular field audits, site inspections, and compliance walkthroughs across all division project sites, identifying hazards and ensuring immediate corrective action
  • Lead thorough accident, incident, and near-miss investigations; produce detailed written reports and implement corrective action plans to prevent recurrence
  • Collaborate daily with project managers, superintendents, and field crews to integrate safety requirements into project planning, scheduling, and execution
  • Serve as the primary point of contact for regulatory agencies including NYC DOT, NYSDOT, MTA NYCT, Port Authority, OSHA, and client safety representatives
  • Deliver and coordinate OSHA-required training and division-specific safety certifications; maintain up-to-date training records for all field personnel
  • Track, analyze, and report division safety metrics and incident data to senior leadership; identify trends and lead initiatives to reduce incidents and improve safety performance
  • Ensure compliance with all flagging, traffic control, and high-visibility personal protective equipment (PPE) requirements on active roadway work sites
  • Support emergency response planning for roadway operations, including after-hours and storm recovery work in high-risk, active-traffic environments
Qualifications: 
  • Certificates, Licenses & Registrations:
    • OSHA 30-Hour Construction (required)
    • NYC DOT Flagging Supervisor Certification or NYC DOT Work Zone Safety Training (required)
    • MUTCD Work Zone Traffic Control Certification (required)
    • NFPA 70E Electrical Safety Training
    • HAZWOPER Training (40-hour or 8-hour refresher)
    • CPR/First Aid/AED Certification:
    • NYC DOT Permit Holder or Traffic Control Plan (TCP) experience (preferred) 
  • Education & Experience:
    • Minimum 7–10 years of construction safety management experience, with at least 3–5 years focused on roadway, highway, or outdoor electrical construction in an active-traffic environment
    • Demonstrated expertise with MUTCD standards, Temporary Traffic Control (TTC) plan development, and work zone safety regulations
    • Experience on NYC DOT, NYSDOT, Port Authority, MTA, or similar public agency roadway and infrastructure projects, required
    • Proven ability to manage safety on projects involving street lighting, traffic signals, ITS systems, fiber optics, VMS signage, bridges, or tunnels
    • Experience conducting and documenting thorough accident/incident investigations and developing corrective action plans
    • Familiarity with NYC-specific permitting, flagging requirements, and active traffic management protocols
    • Demonstrated ability to develop and deliver safety training programs and toolbox talks tailored to roadway field crews
    • Strong written and verbal communication skills; ability to interact professionally with regulatory agencies, clients, and field personnel
    • Bachelor’s degree in Occupational Safety, Construction Management, Engineering, or a related field preferred; equivalent experience will be considered

Salary Range: $145k-$190k/year
